A project management department shall be set up for the construction of membrane structure engineering, which is composed of project manager, project engineer, quality controller, material controller, safety controller, data processor, etc., and can be concurrently held. The project manager shall be responsible for the technical measures, safe operation, progress and quality of the project installation. Detailed construction and installation plan shall be prepared for the installation work. The installation scheme shall strive to be advanced in technology, reasonable in economy, applicable in safety and effective in quality control. The specific installation steps shall be detailed in the installation scheme, and the responsibility shall be implemented to the person.

The project management department shall establish and follow the following regulations to carry out the work:

1) Relevant regulations on inspection and counting of self processed, outsourced processed and purchased engineering materials delivered to the site, and counting of construction tools and equipment, etc.

2) Relevant regulations on storage, safekeeping, safety protection, distribution and requisition of materials on site.

3) Relevant regulations on quality control of installation process.

4) Safety operation regulations.

5) Work regulations of project management department.

6) Code of practice for construction personnel.
